Duties
The incumbent is responsible for developing and deploying asset information solutions within Transportation by using an overall strategic framework and comprehensive project plan methodology. Facilitates planning sessions, identifies overall operational direction and scope, and ensures that outcomes are aligned with broader asset information initiatives within Transportation and other government departments. The incumbent will also ensure implementation of asset information management plans by integrating a spatial information management approach that aligns with daily operations throughout the department, including the integration of GIS tools with the Provincial Road Listing Database, the Departments Automatic Vehicle Locator (AVL) and Structures Information Systems as well as the Provincial civic addressing program. Ensures the asset information environment is designed to capture, manage, present, and monitor asset information, demonstrating continued focus on business goals and supporting corporate decision making. Other duties include directing the development, continual improvement, renewal and administration of Transportation’s infrastructure information, mapping services and associated geographic information management policies, systems and planning. Ensures adherence to departmental strategic directives, legislative requirements and best practices.
The Manager provides leadership and strategic direction for sustainable information management and information technology within the department by ensuring that the information and technologies are well aligned with the current and future needs of the department’s business areas. Oversees the development of standards, policies and operational procedures relative to system requirements that clearly support business processes and maintain an open information architecture. Recommends software requirements and digital file storage systems to support informed management decisions across business areas. Leads the collection, tracking and ongoing maintenance of asset information within the department by developing policies and procedures for data collection, changes to data attributes and dissemination of asset information.
The incumbent ensures the effective management of human and financial resources by setting and evaluating staff performance targets, promoting diversity and a healthy, respectful workplace, demonstrating the leadership competencies, respecting corporate human resources practices, promoting teamwork and individual development, maintaining internal communication, monitoring revenues and expenditures, adhering to procurement guidelines, acquiring goods and services in the most cost effective manner, and accurately forecasting budget requirements for the fiscal year.
Qualifications
Bachelor of Science degree, plus 5 years of professional management experience and supervisory experience. Candidates with an acceptable equivalent combination of training and experience may be considered. Demonstrates expertise in a variety of Highway Program concepts, practices and procedures. Relies on extensive experience in asset management, project planning, and GIS to plan and accomplish goals. Ability to take a concept and turn it into a functioning service or program that meets or exceeds expectations. A wide degree of creativity and latitude is expected. Demonstrates a proven track record of management experience. Ability to solve problems. Strong analytic ability and experience with strategic planning processes and procedures.
This position requires the incumbent to have strong project planning, asset management, GIS and IT skills. Knowledge of asset management in a transportation environment is essential.

Salary Range: $67,280.00 - $92,510.00 Bi-Weekly
